Expansion of Mission Bay Campus surface parking at 6th Street
As the UCSF Mission Bay campus continues to grow and with the new
construction of our latest research building adjacent to Rock Hall, the
campus needs to fold the area on the northwest of its site, 6th Street,
into its parking inventory system. The impetus for this change is due to
the following factors:
• Significantly increasing construction activity in this area, that
includes on-site construction parking access, will directly impact campus
parking access there and therefore must be controlled and enforced.
• The recent opening of 4th Street, which will connect the Mission Bay
campus and surrounding areas to the South-of -Market and downtown areas,
will significantly increase traffic in the Mission Bay corridor, thus
potentially impacting parking use here prompting the need for better access
control.
• Issues of safety in regards to the use of this portion of the campus’
Mission Bay property for the purposes of parking or other appropriate use
require a higher level of control and maintenance.
For all of these reasons, the campus will fold the 6th street portion of
its property into the campus’s parking program beginning April 5th. The
area will encompass approximately 80 parking spaces and will be stripped
and signed for parking. A permit fee, that will be a reduced rate (75%)
of the on-site campus parking fee, will be established. This new permit
will allow daytime parking at the 6th street location during the regular
business day and provide on-site access at the main Mission Bay campus at
all other times.
Permits can be purchased from the Owens Street garage cashier window on a first-come-first-serve basis starting Monday March 29, 2010.

GREAT NEWS! Mission Bay Designated As Innovation Hub for Biotech
California's Business, Transportation and Housing Agency (BTH) has selected San Francisco and Mission Bay as an "iHub," designed to spur innovation, investment and economic development. San Francisco was selected for its leadership and innovation in biotechnology, and is one of six iHubs from among 24 applicants in other technology-related sectors.
The iHub process was spearheaded by the SFCED, with support from the Mayor's Office of Economic and Workforce Development, QB3, UCSF, the Mayor's Biotech Advisory Council and the Redevelopment Agency. The selection reaffirms the strength of San Francisco's reputation as a world leader in life sciences, and the power and success of the collaborative partnerships among the City, private enterprise, academia, non-profits and venture capital firms.
The iHubs will target young, innovative companies that have been in business for fewer than eight years, and be anchored by at least one major university or research institution. The overarching goal is to insure that California, and San Francisco, continue to lead in generating new jobs, ideas and breakthroughs.
BTH is working with the U.S Department of Commerce to secure grants and other resources as part of the federal government's recently announced national innovation strategies program. The SFCED will continue to manage and spearhead this effort.
$175 Million Neuroscience Center for UCSF's Mission Bay Campus
UCSF has announced development of a 237,000-square-foot neuroscience center at its Mission Bay campus. The new facility will focus on a range of neurological diseases, including Alzheimer's, Parkinson's, Autism and Migraines. The new facility will consolidate research now underway at different UCSF locations.
McCarthy Cook & Company, Clark Construction and Edgemore Realty will develop the new facility in a lease- back to UCSF transaction. Completion is slated for 2012.
"The Garage" Gets Bigger at Mission Bay
Several years ago, QB3 formed "The Garage," to incubate new companies. As it has grown, more space has been needed - resulting in the formation of the QB3 Mission Bay Incubator Network. In the quest for additional, much-needed space, FibroGen, one of San Francisco's most successful biotech research companies, stepped up with the offer of additional space within their offices at Mission Bay to meet burgeoning demand. In the last year, 14 additional companies have joined the Incubator Network, bringing a total of 19 companies under this umbrella.
The QB3 Mission Bay Incubator Network is a public-private partnership between QB3, the Mayor's Office of Economic and Workforce Development, The San Francisco Center for Economic Development, The San Francisco Chamber of Commerce, FibroGen and Alexandria Real Estate Equities, Inc.

The San Francisco Unified School District Board, meeting as a Committee of
the Whole, had a session about the Mission Bay School site on November 18, 2009. Amy Neches of the Redevelopment Agency presented information about Mission Bay, the school site (Mission Bay South Block 14 at Mission Bay Boulevard South and Owens Street, in the northwest corner of the UCSF
campus), and the current and expected number of children in Mission Bay.
The Board was very interested and had a good discussion of the type of
school that might be appropriate and the process for moving ahead with the
consideration of a plan.
The blog posting below by Karen Norton, a member of the School Board, is a very good summary of the matters discussed at the meeting, and of the
issues to be considered moving forward. Note that Ms. Norton mis-states
the size of the School Site as 1.5 acres; it is actually 2.2 acres, of
which 1.5 is planned as the school yard.

Mission Bay Pollution Monitoring Group (formerly Caltrain Working Group)
Dear Colleagues Concerned with the Mission Bay Environment,
The Monitoring Group met on October 20th, 2009, 4:00PM at 325 Berry
Street. Information was provided by Caltrain, BAAMQD, and UCSF.
Please review the attached meeting notes to learn what happened. Our next meeting will be January 19, 2010 at 4:00PM.
It appears that improvements continue to be made in terms of air quality at Mission Bay. BAAMQD is providing grants for the local diesel trucks to be upgraded or replaced; Caltrain continues to push for electrification...their final EIR regarding electrification will hopefully be approved November, 2009. This documents has been 5 years in the making, and should be the final approval needed in order to move ahead with electrification. The environmental office of UCSF continues to actively pursue environmental issues on the campus particularly in dust control, maintaining diesel filters, etc.
Caltrain has opened the 7th and Berry intersection and has done a careful job of ensuring the safety at the intersection as well as providing outreach to neighborhood residents who will be using the intersection.
Other issues emerged, including odor control along Berry Street, which is moving along haltingly. The practice of dumping sewerage into Mission Creek when strong rains appear continues and is not acceptable. There have been two such instances this year. And, in general, the air pollution by automobiles along 280 and King Street is also not acceptable. Changes will need to be made.
If you have ideas and suggestions with regard to any of these environmental matters, please let me know. Mission Bay can use your help.

3rd Annual Mission Bay Retail Block Party
UCSF faculty, staff, students, and neighbors are invited to join the fun at
the 3rd Annual Mission Bay Retail Block Party on Wednesday, October 7, 2009 from noon to 2pm. The celebration marks the third year of the opening of the retail space on Gene Friend Way at the Mission Bay campus.
This year, the popular Bay Area reggae band Native Elements will be
performing live. Partygoers will also be invited to tour new Mission Bay
art installations, and shop the Framers' Market which is every Wednesday on
Gene Friend Way.
For the past two years, UCSF Campus Life Services has hosted the party,
featuring live entertainment, food, massages, giveaways, and games. Over
1,000 guests attended each Block Party, including staff, faculty,
researchers, and students from UCSF campuses, as well as the Gladstone
Institute, and neighbors from Potrero Hill, China Basin, and the Dog Patch.
"We are very pleased that the Mission Bay Development Group is an event
sponsor, helping UCSF make this celebration happen," says Tamara Villarina,
assistant manager of Retail Services. "It's an exciting time at Mission Bay
right now. Though UCSF has had a presence in Mission Bay for almost ten
years, the community is young and growing."
The current Mission Bay daytime population is estimated at 5000.
The Mission Bay retail space is located at the main entrance to the new
life sciences campus for teaching, research, and health. Gene Friend Way is
home to eateries Caffe Terzetto, Peasant Pies, and Subway. Bank of America
and Wells Fargo ATMs have opened on the plaza as well.
A portion of proceeds from Retail Services vendors is reinvested into
campus enrichment activities produced by Arts & Events, such as concerts
and cultural events.
Customers of Caffe Terzetto, Peasant Pies, Subway and the Farmers' Market
may receive up to one hour of discounted parking with validation at the
Mission Bay parking garage at 1650 Third Street. The discounted parking
rate will be available with a purchase of $5 or more at either vendor.
Customers may park up to 20 minutes for free.

This September, the UCSF Mission Bay campus will host the start/finish of
the Multiple Sclerosis Society's annual fundraising bicycle ride called
'Waves to Wine.'
On Friday, September 11, 2009, set up will begin, including bicycle holding
area, starting line portal, and portable toilets. On Saturday, riders will
begin arriving at 5:00am. Riders will assemble for the start of the event
at 6:30am; the course closes at 8:30am. On Sunday between 3:00pm and
8:00pm, the riders will return to campus by bus.

KITE DAY AT MISSION BAY
is an event for children at Mission Creek Park on Saturday, August 15th.
This free event is for children living in the Mission Bay neighborhood. We
will provide simple kites that children can decorate, assemble and then fly in the park.
The event runs from 10 am – 2 pm. Kites and decorating materials will be
provided.
Participants should come to the park pavilion located one block west of the4th Street Bridge on Channel Street.
Adults must accompany children to the event. We also ask that parents orguardians call us to reserve a kite.

The Dogpatch Neighborhood Association and Friends of the Bluepeter
cordially invite you to discuss possible future uses of the Bluepeter Building within a new park in Mission Bay
The Bluepeter Building, located at 555 Illinois St. (at Mariposa-across
from Kelly’s Mission Rock and The Ramp), one of the last remaining
historic buildings in all of Mission Bay, is slated for demolition.
Built in 1943 for ship building and Navy repair work, The Bluepeter was
later used for sail making, ships chandleries and display design. It is
one of the few remaining buildings that represent Mission Bay’s maritime
history within the Mission Bay project area. The Bluepeter can and
should have a future in the new Mission Bay.
The Port (owners of the building) and the San Francisco Redevelopment
Agency have agreed to work with community on studying the feasibility of
any potential reuse for the building. The Citizen’s Advisory Committee for
the Mission Bay Development has recommended that designs for the new park,
with the Bluepeter and without it, continue to move forward dependent on
the timely development of a financially feasible plan for the building.
We have hired a San Francisco firm that specializes in historic
rehabilitation and development, to analyze the costs, feasibility and
timeline issues for saving the building. We invite interested community
members and stakeholders to join us to discuss their ideas, concepts and
concerns for new uses for the building that will serve, and be embraced by,
the local and broader community.
The building has a 6,500 sf footprint, and currently has a mezzanine.
Potential uses discussed to date include a fish market, small grocery,
farmers market, casual food vendors, and café/restaurant.

Tishman Selling Old Navy HQ

Tishman Speyer Properties is looking for a buyer for the Old Navy headquarters at 550 Terry Francois St., a 280,000-square-foot building in Mission Bay acquired in 2005 for more than $600 a square foot.
In a filing with the Australian Stock Exchange, Tishman Speyer Office Fund said it is trying to sell a total of five California office buildings. In addition to the San Francisco building, these include a 246,800-square-foot office building in Orange County and three buildings in Beverly Hills.
"The sale of those assets is being considered as part of TSO's capital management initiatives," the statement said. "Sales will only be concluded where the net sale proceeds make a positive contribution to those initiatives."
The building is leased to Gap Inc., Old Navy's parent company, until 2017. Eastdil Secured has been retained to sell it.
The properties are being unloaded when the commercial office market is in decline. Downtown San Francisco asking rents have dropped by 10.6 percent since the start of 2009 and the available office space has reached 20 percent, according to a report from CB Richard Ellis. The only significant office building to sell in San Frnacisco since the start of 2008 was 235 Pine St., which traded for $56.5 million, or $375 a square foot. Tishman's building is the only Class A office structure being actively marketed in San Francisco.

Mission Bay’s Fourth Street could be its fast lane

Residents moving into the Strata at Mission Bay have bocce courts and barbecue pits, twinkling downtown views and a 24-hour gym.
But as the first renters took up residency in the 192-unit apartment complex this week, one small detail was missing: Fourth Street, the brand-new boulevard leading to the Strata, is still closed as construction crews wrap up the final touches. Phil Owen, president of Mission Bay Development Group, which is responsible for building the street, said it would open by early April.
“We are just finishing up the sidewalk, striping the streets, going through a punch list,” said Owen.
Strata, at 1201 Fourth St., is the first development to open on what is Mission Bay’s next frontier, a half-mile stretch of Fourth Street going from Mission Creek to the southern edge of Mission Bay at 16th Street. While it is not every day a new street is built in an older city like San Francisco, Fourth Street is especially significant because it was conceived as a central shopping and leisure boulevard for Mission Bay. Planners see it as the neighborhood’s answer to 24th Street in Noe Valley or Chestnut Street in the Marina: a hub of neighborhood commerce tailored to pedestrians and cyclists.
During the Strata’s opening weekend March 14 and 15, developer Urban Housing Group signed 15 leases and had 55 groups tour the property. The developer aims to lease 25 units a month, putting the company on pace to lease the entire building in eight to 10 months, according to Dan Deibel, Urban Housing Group’s vice president of development.
The Strata brings to 723 the number of housing units in Mission Bay South. Bosa Development has 99 units at the Radiance but has put its next phases on hold until market conditions improve. University of California, San Francisco, has completed 431 units of student housing.
Given that it will be a few years until Fourth Street flowers as a shopping and dining strip, Urban Housing Group pumped more money into amenities and common space than they might have otherwise. The Strata has a 20,000-square-foot courtyard with gardens, stretching areas and communal rooms for cooking, entertaining and movie watching. Deibel said it was important to give the building “buzz and cachet” to lure people to a part of Mission Bay that is still only half developed.
“We knew we were going to be south of the channel. And so we gave a lot of thought to creating a destination community here where you come home at night and you feel comfortable with everything you have here,” said Deibel.
The Strata is Urban Housing Group’s second San Francisco development. The developer sold the 193-unit Edgewater Luxury Apartments at 355 Berry St. for $115 million in May 2008 to United Dominion Realty Trust. The $595,855 per apartment price tag was record breaking.
While rents have softened in recent months, the San Francisco apartment community has held up much better than for-sale housing. In particular, the Mission Bay submarket, which includes AvalonBay’s Mission Bay communities and developments like South Beach Marina and Bay Village, all have occupancy rates above 90 percent, Deibel said. Average asking rents are about $3.25 a square foot at the Strata, about 10 percent lower than they would have been a year ago. Units range from $2,100 to just under $4,000 a month.
“We are at market,” said Deibel. “San Francisco had been growing at a pretty good clip, and I’d say the last six months it’s been flat. So we lost six months of the growth we planned. It’s a competitive market, and we will be competitive as well.”
On the retail side, Urban Housing is looking for a white-tablecloth restaurant, as well as other neighborhood-serving retail businesses. Brokers from Cornish & Carey Commercial have been touring the property with restaurant owners and had one deal fairly far along before the economy soured last year.
“Now that the Strata is open, we are looking forward to a lot of positive activity, and certainly the opening of Fourth Street will help as well,” said Marissa Miller of Cornish & Carey. “Once the street is open, tenants will be able to get a feel for how great Mission Bay will be.”

Opus West Sells Final Unit at Coveted Park Terrace at Mission Bay
SAN FRANCISCO ( October 07, 2008 ) –
Opus West Corp. has sold the final unit at its highly coveted Park Terrace at Mission Bay, a seven-story residential complex comprised of 110 units in San Francisco. We feel that continuing community involvement is important as UCSF plans for the new UCSF Medical Center at Mission Bay at Mission Bay. The hospital site is located just south of the existing UCSF research campus (bounded by Mariposa, 16th, 3rd, and the future Owens Street). Comprised of 289 inpatient beds and outpatient services, the medical center will include a children’s hospital, women’s specialty hospital, and a hospital for cancer patients.
UCSF Children’s Hospital provides a vast array of expert care from routine immunizations to the most advanced treatments for serious, life-threatening childhood diseases. Rapid access to this specialized level of care is vital when a child is critically ill, a baby is born with a devastating birth defect, or a pregnant woman and/or her child (still in the womb) are in danger due to a serious illness or condition. A helipad at Mission Bay would provide immediate access for the most critical of these children.
We have hosted many meetings for neighbors to provide input on the design of the hospital, and responded to community feedback by making major changes to the site plan and building design. Additionally, we conducted a helicopter flight test in October 2007 in response to a request by neighbors.
In the coming months, we will be working with neighbors to develop a Residential Sound Reduction Program which would lessen helicopter noise impacts on those neighbors who would be most affected.

The Port has decided to call a Special meeting of the Central Waterfront Advisory Group on Wednesday, May 28th at 5:30 p.m. at Pier 1 - Bayside Conference Room. The purpose of the meeting would be to provide an informational presentation and obtain CWAG and public comment on a proposed San Francisco Charter Amendment introduced on Wednesday, May 14th by Supervisor Maxwell and co-sponsored by Supervisors Alioto-Pier and Ammiano.
The proposal calls for a November 2008 ballot measure that would seek voter approval of a charter amendment granting the Board of Supervisors the authority to approve a Pier 70 Maritime District Plan, related financing and to establish priorities for the use of Port funds.
